Senior Business Architect - Improvement and Modernization

Background
A Business Architect will be assisting our client in embarking on a number of continuous improvement and modernization initiatives, including – but not limited to – analysis and renewal of a case management system, the renewal of workplace and accompanying technology devices and the implementation of a new Information Management Strategy.
Technical Criteria
Must demonstrate, using project descriptions, having a minimum of ten (10) years of demonstrated experience within the last fourteen (14) years working as a Business Architect within large organizations (500 or more employees) tasked with the following:
- Researching, defining and communicating the current business architecture using deliverables such as: Strategy Maps, Business Model Canvas, Value Chains, Business Capability Models, and Business Process Models.
Must demonstrate, using project descriptions, having a minimum of ten (10) years of demonstrated experience within the last fourteen (14) years working as a Business Architect within large organizations tasked with the following:
- Reviewing, Analyzing and evaluating emerging technologies, trends, business models and best practices for **senior management, to identify new services and delivery models that would better serve the clients or customers of the organization.
Must demonstrate, using project descriptions, having worked on a minimum of two (2) projects (Must each have a continuous (full time equivalent) work effort duration of six (6) months or greater (>)) in the last five (5) years tasked with;
- Guiding and leading people, process and organizational change in response to disruptive forces or opportunities towards desired business outcomes by meeting with a variety of project stakeholders (At least 3 different groups, internal or external) to help build awareness and secure buy-in for cross-organization initiatives and release readiness.
Must demonstrate, using project descriptions having worked on a minimum of two (2) projects projects (Must each have a continuous (full time equivalent) work effort duration of six (6) months or greater (>)) in the last five (5) years tasked with;
- Working with domain architects (information, data, application) and solution architects to align technical design decisions with business needs and goals.
Must have valid Government of Canada's Secret clearance.
Should demonstrate, using project descriptions, having at least 5 years of experience as a Business Architect. This experience should include:
- Assessing transformation initiative impacts on job roles and organization structures
- Making recommendations as to the best use of public funds.
Should demonstrate having experience within the last ten (10) years leading the following type of projects (must have a duration of at least six (6) months each)
- Agile or Digital Transformation initiatives within the Government of Canada
Should demonstrate having one (1) of the following certifications; (A Copy of any Certification must be provided)
- Agile (scrum.org, Agile Alliance, PMI)
- Change Management (PROSCII, Six Sigma, CCMP, ACMP)
- PMP (Project Management Professional, PMI)
Tasks to be Performed
- Developing policies and rules that allow the Agencies to carry out its mandate and functional responsibilities.
- Developing specifications for where, how and why the various Agencies components fit together.
- Researching, defining and communicating the current business architecture using deliverables by such methods as: Strategy Maps, Business Model Canvas, Value Chains, Business Capability Models, and Business Process Models.
- Reviewing, analyzing and evaluating emerging technologies, trends, business models and best practices to identify new services and delivery models that would better serve the clients or customers of the organization.
- Supporting the Agencies mandate by developing product roadmaps, frameworks, strategies, and contributing to project planning.
- Supporting deployments to meet business and application requirements.
- Identifying policies and requirements that drive out a particular solution.
- Analyzing, evaluate and document alternative project management technology solutions to meet business problems.
- Researching, defining and communicating the value and Return on Investment (ROI) of proposed services and transformation initiatives through: Business Cases, Logic Models, Outcomes Registers, Benefits Realization Plans, KPIs.
- Optimizing the overall architecture in terms of total cost of ownership by assessing third party license costs versus custom developed system components.
- Analyzing performance and recommend improvements.
- Preparing and delivering presentations as needed
- Delivering Conceptual Design and Design Documents
- Assessing the organizations capacity and capability to undertake and deliver on an initiative or a change.
- Build, present, execute and monitor change management plans to help the organization successfully complete a transformational initiative
- Works with the Agencies’ IT Security and others to achieve Accreditation and Certification (C&A)
- Ensure consistency and integration with the Agencies and GOC architectures and business strategies;
- Provide inputs to the overall project plan, the project schedule and the conceptual Solution.
- Advice in developing and integrating process and information models between business processes to eliminate information and process redundancies
- Coaching, mentoring and training the Agency on Business architecture.

- Analyze requirements to identify information, procedures, and data flows
